If a tire manufacturer or supplier has an existing contract, they have 120 days from the bill's enactment to update their price lists, and if they change their manufacturing process regarding this specific zinc oxide during the contract term, they must update their lists within 90 days and notify relevant state agencies. The chief procurement officer is authorized to create rules to enforce these requirements, and "state" in this context also includes any entity helping the state with procurement.
