This bill establishes new provisions in Arizona law regarding access to fertility treatment, defining "fertility treatment" broadly to include the preservation of reproductive materials like eggs and sperm, artificial insemination, assisted reproductive technologies such as in vitro fertilization, genetic testing of embryos, fertility medications, gamete donation, and other related services deemed appropriate by the Department of Health Services. It also defines "health care provider" as any entity or professional involved in delivering fertility treatments or related information, counseling, or services, and "health professional" to include licensed physicians, nurse practitioners, physician assistants, and other authorized personnel. The bill asserts an individual's right to access fertility treatments without unreasonable limitations, to continue ongoing treatments, and to retain rights over their reproductive genetic materials. It also affirms the right of health care providers to perform fertility treatments and provide related information, and the right of health insurers to cover these services. The Department of Health Services and health profession regulatory boards are tasked with adopting necessary rules, with an exemption from standard rulemaking requirements for one year to expedite implementation.
