AI Summary

This bill modifies the structure and appointment process for county school boards in districts with 25,000 or more students, requiring them to have an 11-member board consisting of seven members appointed from seven divisions and four members appointed at large from the county. These appointments will be made by the county's chief executive officer (defined as the mayor of a consolidated or urban-county government, or the county judge/executive) and confirmed by the county's legislative body, with a stipulation that appointments must reflect the proportional representation of the two leading political parties based on voter registration. The bill also clarifies that appointed board members can be removed for cause by the chief executive officer, with recommendations for removal for specific offenses like immorality or misconduct coming from the chief state school officer. Existing elected board members in these large districts will be allowed to finish their current terms, and initial appointments for the at-large positions will be staggered for two and four-year terms, with all changes to division boundaries and new board positions needing to be in place by January 1, 2027.
