This bill, effective July 1, 2026, allows law enforcement officers to request a blood or urine test from individuals suspected of committing a "mass shooting," which is defined as a shooting resulting in four or more injuries or where a reasonable person would believe the shooter intended to kill four or more individuals. If the person consents, or if a parent or guardian consents for a minor, a qualified practitioner at a hospital will administer the test to detect the presence of any drugs, including therapeutic levels of psychotropic drugs (medications affecting mood, perception, or behavior). The hospital will then send the anonymized test results to the health science center, which will study potential drug interactions and include this data in its reports to the state legislature. This process is intended to help understand the role of drugs in mass shootings and does not prevent officers from seeking a search warrant if consent is not given.
