This bill mandates that large load customers, defined as entities using at least fifty megawatts at a single site during peak demand, including industrial facilities, data centers (which are defined as facilities primarily used for processing, storing, retrieving, or transmitting data), cryptocurrency mining centers, manufacturing and industrial plants, hydrogen production facilities, and large buildings, must directly pay for the increased energy costs, such as fuel, generation, and transmission expenses, that are solely attributable to their significant electricity usage. These additional costs incurred by large load customers cannot be passed on to other customers of public power entities or public service corporations, ensuring that smaller consumers are not burdened by the energy demands of these large users.
