This bill amends existing Hawaii law to expand eligibility for housing development programs administered by the Hawaii Housing Finance and Development Corporation (HHFDC), a state agency responsible for affordable housing initiatives. Specifically, it adds new preferences for state and county employees, as well as returning residents who have recently graduated from university or trade school, to the criteria used when determining who receives housing assistance. The bill also clarifies that the HHFDC has the authority to establish the order of these preferences and can adopt rules to create additional eligibility requirements, and it allows for households with incomes up to twenty percent higher than the income used to determine the maximum sales price to qualify for purchasing a unit.
