This bill mandates that health coverage providers, including those under the Health Care Purchasing Act, the New Mexico Insurance Code, the Health Maintenance Organization Law, and the Nonprofit Health Care Plan Law, must cover all types of health care providers who are operating within their legally defined scopes of practice. A "health care provider" is defined as any person licensed, certified, or otherwise authorized to provide physical or behavioral health care services in New Mexico. Importantly, this bill does not force health plans to contract with every provider willing to participate, nor does it prevent them from establishing different payment rates based on quality or performance. The provisions of this act will apply to new or renewed health insurance policies and contracts starting July 1, 2026.
