AI Summary
This bill aims to standardize regulations for various types of child care homes and centers across New Mexico by treating them as residential uses for zoning purposes, meaning local governments cannot impose stricter rules on them than on other private homes in the same zone. It also prohibits local authorities and homeowner associations from charging fees or taxes for the operation of registered child care homes, licensed family child care homes, or licensed group child care homes, and clarifies that licensed child care centers are automatically allowed in commercial zones. The bill defines "permitted by right" as a use that is allowed without needing special permission from local authorities, and it limits how local governments can regulate parking for child care facilities, ensuring they don't exceed standards for single-family residences.
