This bill requires the Department of Health (DOH), in collaboration with the Department of Budget and Finance, the Office of Enterprise Technology Services, and the Department of Human Services, to create and maintain an online clearinghouse that uses artificial intelligence (AI) to identify and present evidence-based treatment and prevention programs. AI, defined in the bill as machine learning and related technologies that help with decision-making and information gathering, will be integrated into this clearinghouse to analyze and categorize programs based on factors like their effectiveness, the populations they serve, and their readiness for implementation. The DOH will also be responsible for ensuring that any AI models used in the clearinghouse undergo regular audits to check for transparency, fairness, and bias, and will submit an annual report to the Legislature detailing the clearinghouse's progress and any recommendations for improvement. The bill also appropriates funds for the establishment of this AI-enhanced clearinghouse and specifies that it will take effect on July 1, 2026.
