This bill allows the State and counties to temporarily rehire retired public employees for positions deemed "unique and critical to operations," meaning those essential for government functions that are hard to fill. To qualify, these retirees must not have worked for the State or a county in the twelve months prior to rehiring, and no prior agreement for their return to work should have been made before their retirement. The employer will contribute to the pension fund to cover the unfunded liability, and the rehired retiree's employment in such a critical role cannot exceed four years in total. Additionally, the bill requires annual reports to the legislature detailing the employment of retirees in these critical positions, as well as in labor shortage or difficult-to-fill roles and teaching shortage areas.
