This joint resolution proposes an amendment to the New Mexico constitution that would change the rules for legislative sessions. Currently, regular legislative sessions in odd-numbered years can last up to sixty days, and in even-numbered years, up to thirty days. Special sessions are also limited to thirty days. This resolution would remove the restriction that even-numbered year regular sessions can only consider budgets, appropriations, revenue bills, and bills from special messages from the governor. Instead, it would allow both regular and extraordinary (special) sessions to consider bills for veto overrides from any session within the same two-year legislative period, known as a biennium. The proposed amendment will be put to a vote of the people at the next general election or a special election before that.
