This bill establishes a two-year Universal Basic Income (UBI) Pilot Program, administered by the Department of Health, to study the financial effects of providing a UBI on pregnant individuals and their infants. The program, running from July 1, 2026, to June 30, 2028, will enroll pregnant individuals with incomes at or below 150% of the federal poverty level, dividing them into a test group and a control group. Participants in the test group will receive $1,500 per month, along with home visits from the Early Childhood Education and Care Department or an approved entity, and will be required to complete surveys and attend prenatal care appointments. Failure to comply with these requirements will move a participant to the control group. The Department of Health will report the program's findings to the legislative education study committee by December 1, 2028, and $80 million is appropriated from the general fund to support this initiative.
