This bill establishes the Educator Student Loan Repayment Program to help address the shortage of qualified teachers in Hawaii's public schools by offering financial assistance to educators with student loan debt. To be eligible, an educator must be licensed, employed full-time in a public school, and have outstanding student loans for their education. Upon completing five consecutive years of full-time service, an educator can receive up to $25,000 towards their qualified student loans, which are defined as government or commercial loans for tuition and expenses related to becoming a licensed educator. The program will be administered by the department, in consultation with the commission, and will include rules for application, service verification, and disbursement, with provisions for exceptions in cases of death, disability, or hardship, and may prioritize educators in hard-to-fill positions. The bill also appropriates funds for the program's establishment and implementation, and it will take effect on July 1, 3000.
