This bill increases the maximum grant amount available through the Cesspool Compliance Pilot Grant Project from $20,000 to $30,000 per property owner or lessee on Hawaiian home lands, and allows for additional grants up to $30,000 for those who have already received a grant for the same cesspool, provided the cesspool was converted to a director of health-approved wastewater system before the bill's passage. It also expands the types of expenses eligible for reimbursement to include payments to wastewater and plumbing supply companies registered with the department of commerce and consumer affairs, and requires the department of health to report on the pilot project to the legislature in 2024 and 2027, rather than just 2024. Furthermore, the bill appropriates $5,000,000 for the grant project and $174,366 to establish two full-time permanent positions within the department of health to administer the program, with all provisions taking effect on July 1, 2026.
