This joint resolution proposes to amend the New Mexico Constitution to establish term limits for state legislators, restricting them to a maximum of twelve years of elected service in either the Senate or the House of Representatives. It also creates a "citizen commission on legislative salaries," an independent state agency composed of nine public members, tasked with researching, reviewing, and setting the salaries for legislators. This commission will submit its salary recommendations every four years, with the new salaries becoming effective in July of the year following the report's filing. Furthermore, the resolution updates how legislators are reimbursed for expenses, changing the per diem rate to match federal General Services Administration (GSA) rates for Santa Fe and the federal mileage reimbursement rate, and importantly, allows for a salary to be set by the aforementioned commission in addition to these expense reimbursements.
