This bill establishes the Hawaii Film Commission within the Department of Business, Economic Development, and Tourism, transferring all responsibilities from the existing Hawaii Film Office to this new commission, which will be responsible for film and television production activities in the state, including managing incentives, studio facilities, and workforce initiatives. It also creates a dedicated Film Industry Development Special Fund, which will receive revenue from film tax credit processing and other sources, to support film production incentives, workforce development, industry promotion, and infrastructure. The bill redefines "creative industries" to exclude film and media, renaming the Hawaii Film and Creative Industries Development Special Fund to the Hawaii Creative Industries Development Special Fund, and allows this fund to be used for broader support and development of the state's creative industries. Additionally, the bill mandates annual reports to the Legislature detailing the commission's activities and appropriates funds for the commission's establishment and operation, with all appointments and hiring to be completed by December 31, 2027, and the act to take effect on July 1, 3000.
