This bill establishes the Unleaded Aviation Fuel Grant Program within the New Mexico Department of Transportation to help airports transition to cleaner fuel. The program will offer competitive grants, up to $200,000 each, to eligible applicants like publicly owned airports, political subdivisions, and Native American nations, tribes, and pueblos. These grants are specifically for installing systems to dispense unleaded aviation fuel, which is defined as alcohol-free gasoline with a very low lead content (no more than one-thousandth of a gram per gallon), at airports that currently do not offer it. To ensure the funds are used effectively, the aviation division will set requirements for how quickly the money must be spent on installing these systems. A dedicated "unleaded aviation fuel grant program fund" will be created in the state treasury, which can receive various sources of money and is appropriated to the department for administering the grant program. The bill also appropriates $5 million from the general fund to this new fund for fiscal year 2027 and beyond, with any remaining money not reverting to the general fund at the end of a fiscal year, and the entire act will become effective on July 1, 2026.
