This bill mandates that beginning January 1, 2027, all health insurers in Hawaii, including those operating under Medicaid managed care programs, must provide coverage for an annual mental health wellness examination, which is defined as an examination to identify a person's mental health needs and potential treatment resources. This examination, up to sixty minutes long and conducted by a qualified mental health care provider (such as a psychiatrist, psychologist, clinical social worker, or licensed counselor), must be exempt from deductibles and copayments and be at least as comprehensive as a physical examination, adhering to the Mental Health Parity and Addiction Equity Act of 2008. The bill also makes conforming amendments to existing insurance laws to incorporate this new coverage requirement.
