This applies even if the student housing has not yet received a completed entitlement, building permit, or certificate of occupancy, and it will count towards the allocation for lower-income housing needs. Furthermore, local governments will now be required to include the number of these student housing quarters built within their jurisdiction in their annual reports to the state, specifying the income category each type of housing satisfies, regardless of its completion status. This change aims to address the housing insecurity faced by students who often compete with lower-income families for housing and to ensure that student housing needs are more accurately reflected in regional housing planning. The bill also clarifies that these provisions apply to all cities, including charter cities, as they address a statewide concern.
