This bill appropriates funds to the Department of Hawaiian Home Lands (DHHL) to address the significant waiting list for homesteading opportunities, which currently has over forty-seven thousand applicants. The DHHL is responsible for managing its homesteading program and reducing this waiting list, and while a previous appropriation of $600,000,000 in 2022 is on track to be spent, additional funds are needed. This bill proposes to provide further funding for the fiscal year 2026-2027 to support the development of new lots or units, the purchase of existing land or units, financial assistance for applicants or their qualified relatives to purchase homes, and mortgage or rental subsidies for principal residences, as well as other necessary services to help reduce the waiting list. The Hawaiian Homes Commission Act of 1920, as amended, is a foundational law governing the DHHL and its beneficiaries. This bill is set to take effect on September 9, 2129.
