This bill establishes the State Fire Code as the minimum statewide standard for fire and life safety, prohibiting counties from adopting or enforcing any rules less strict than this code, though they can propose stricter local amendments for approval by the Office of the State Fire Marshal. It also creates a dedicated State Fire and Life Safety Special Fund, which can receive various grants, donations, and appropriations to support fire prevention, code enforcement, training, and other related activities. The bill modifies the inspection frequency for state facilities by the Office of the State Fire Marshal to no more than once every three years, based on risk assessment, and changes the appointment process for the State Fire Marshal from a selection commission to an appointment by the Governor with Senate confirmation. Additionally, it adjusts staffing by replacing fire inspector and investigator positions with assistant fire marshal positions.
