This bill, titled the "School Bus Stop-Arm Safety Camera Act," directs the Secretary of Transportation to establish a grant program to encourage the use of stop-arm safety camera technology on schoolbuses. Before establishing this program, the Administrator of the Federal Motor Carrier Safety Administration (FMCSA) and the Administrator of the National Highway Traffic Safety Administration (NHTSA) will conduct a study on the benefits of these cameras and provide recommendations on best practices for data management, privacy, data sharing with law enforcement for traffic violation adjudication, and financial structures to ensure programs are self-sustaining and promote student safety. Once established, the grant program will allow the Secretary of Transportation to award funds to State educational agencies, which are defined as public agencies at the state level responsible for overseeing primary, secondary, and sometimes higher education, to purchase new schoolbuses equipped with these cameras, retrofit existing schoolbuses with the technology, and cover installation, maintenance, and repair costs.
