This bill, the COINTELPRO Full Disclosure Act, mandates the public disclosure of records related to COINTELPRO, which was a covert and illegal program by the Federal Bureau of Investigation (FBI) to surveil, infiltrate, discredit, and disrupt domestic organizations involved in the political process. The bill requires government offices to disclose these records within six months, with exceptions only if disclosure would demonstrably cause harm, such as to national security or ongoing law enforcement proceedings. If a record cannot be fully disclosed, parts of it, substitute records, or summaries must be released. A COINTELPRO Records Collection will be established at the National Archives, and a COINTELPRO Records Review Board will be created to oversee the review and disclosure process, with the power to subpoena information and hold hearings. The Board will consist of five members appointed by the President with Senate confirmation, who must be distinguished professionals with no prior involvement in COINTELPRO investigations. The bill also renames the J. Edgar Hoover Federal Building to the "Federal Bureau of Investigation Federal Building" and provides for funding and definitions of key terms.
