This bill, titled the Human Trafficking Awareness Training Recognition Act of 2026, directs the Secretary of Homeland Security to create a "Blue Campaign Certification Program" to encourage employers in industries identified as having a high prevalence of human trafficking and where awareness training could be impactful to train their employees on how to recognize and respond to suspected human trafficking. Eligible employers who provide this training can apply for a certificate of completion, which they can display for one year, and their recognition will be published in the Federal Register. The bill also prohibits employers from falsely claiming to have completed the program or received a certificate. The Secretary is authorized to charge a fee for applications to cover program costs and must submit an annual report to Congress detailing program statistics, fees, and costs. Additionally, the bill amends the Homeland Security Act of 2002 to emphasize increased coordination with private sector experts, academic institutions, and other relevant industries within the existing Blue Campaign.
