This resolution respectfully urges the Rhode Island Executive Office of Health and Human Services (EOHHS) to adopt an electronic Preadmission Screening and Resident Review (PASRR) system, which is a federally mandated process to evaluate individuals for serious mental illness or intellectual/developmental disabilities before they are admitted to Medicaid-certified nursing facilities. The resolution highlights that most other states have already transitioned to electronic systems, which offer significant benefits such as protecting vulnerable individuals by preventing unnecessary institutionalization, promoting placement in less restrictive community settings, supporting home and community-based services (HCBS) for greater independence, ensuring individuals receive appropriate specialized services, and helping to rebalance long-term care resources. To facilitate this transition, EOHHS is requested to investigate potential cost savings from collaborating with neighboring states, explore available federal and grant funding, and establish and implement the electronic PASRR system by January 1, 2027.
