This bill mandates that all students participating in Rhode Island interscholastic league football, starting August 1, 2026, must wear a "device," which is defined as a soft-shell helmet cover that adds an extra padded layer to the outside of a traditional football helmet to help reduce the impact of collisions and minimize concussions and other head trauma. While schools will generally provide these devices, parents, guardians, or eligible students can opt out of using them for practices or games. The Rhode Island interscholastic league will establish rules for selecting and using these covers, and the general assembly may allocate funds to help schools purchase them, with the devices remaining school property. This requirement applies to all public school districts and any other schools participating in the league.
