This bill, titled "The Charlie Kirk Memorial First Amendment Freedom Act," amends West Virginia law to establish "First Amendment Freedom of Speech Day" and "First Amendment Freedom of Speech Appreciation Week." Specifically, it designates every Friday upon which October 14 falls, or the Friday immediately following October 14, as "First Amendment Freedom of Speech Day," and the week in which October 14 occurs as "First Amendment Freedom of Speech Appreciation Week." The bill also directs the Governor to issue proclamations recognizing the achievements of Charles James ("Charlie") Kirk in exercising free speech and civil debate, and to acknowledge the circumstances of his death as an attempt to silence his message. Furthermore, the State Department of Education is tasked with implementing programs for students to recognize the contributions of Charlie Kirk and others dedicated to the First Amendment and the freedom of political speech and debate, which are deemed vital to the preservation of the constitutional republic. These changes aim to honor and preserve the First Amendment rights of all citizens.
