This bill requires all public and private schools and educational institutions in Rhode Island that have twenty or more staff and students combined to develop and annually update a comprehensive school safety and emergency response plan by July 1, 2026. This plan must ensure law enforcement and emergency medical personnel have immediate and unobstructed access to all school facilities, including buildings, classrooms, and grounds, during emergencies. This access can be achieved through secure electronic entry systems like key fobs or card access, or manual key access. The plan must be submitted to the department of education, the local chief of police (or the director of public safety if no local police department exists), and the director of public safety by August 1st each year. The chief of police or their designee will review these plans annually by August 15th and can recommend changes; if a school rejects recommendations, the chief of police must notify the department of education. The department of education will create rules to enforce these requirements, and the act takes effect upon passage.
