This bill establishes a Statewide Insurance Enrollment Assistance Program (SIEAP) within the Mississippi Department of Insurance, which will offer free, unbiased help to residents with health insurance choices, applications, understanding benefits, and comparing plans, including assistance with marketplace, Medicaid, Medicare, and CHIP applications, without expanding eligibility. The program will also recruit and train volunteers to assist with various Medicare and Medicaid programs for beneficiaries with limited income, and conduct outreach through presentations and community events. Additionally, the bill directs the Division of Medicaid to simplify renewal and verification procedures to reduce coverage loss, requires the Mississippi Department of Insurance to create a county-by-county report on uninsured individuals to identify areas with the greatest need, and mandates the development of a plan to encourage Mississippi employers to participate in existing insurance programs through incentives. The bill also amends existing law to ensure the Division of Medicaid works with the Commissioner of Insurance in establishing and implementing the SIEAP.
