This bill, amending the 2021 Act on Climate, mandates that the climate change coordinating council study and report on whether state legislation or programs are causing environmental impacts from carbon-free energy technologies to be shifted onto impoverished and developing countries, including examining human rights, labor conditions, mining impacts, supply chain traceability, and toxic pollution from disposal. It also requires that wind turbine blades be disposed of or recycled within the state unless approved for out-of-state recycling into a useful byproduct. Furthermore, the bill establishes a program for tradable renewable energy credits, which represent energy produced by eligible technologies and can be used by electric utilities to meet renewable energy goals, with provisions for interstate trading and restrictions on credits associated with materials mined or manufactured using slave or child labor or involving certain toxic chemicals, and mandates an annual study on the origin of nickel in electric vehicle batteries and energy storage facilities.
