Furthermore, the bill creates a legal avenue for individuals, including parents of minors, to sue those who organize, host, or fund these performances in violation of the law, allowing them to seek injunctions, damages, and legal costs, and explicitly states that sovereign immunity will not be a defense in such cases, while also preempting local ordinances that conflict with these new statewide rules, though it ensures these provisions do not violate free speech rights.
