This bill, titled the Sustainable Child-Serving Workforce and Foster Care Modernization Act, aims to improve the foster care system by updating how foster care rates are determined and by providing incentives for workforce stability. Specifically, it mandates that the Department of Human Services, through its Bureau for Social Services, will re-evaluate and set new basic, special, and therapeutic foster care rates based on current cost information. These rates will then be automatically adjusted each year using a recognized economic indicator, such as the Employment Cost Index (ECI) for Health Care & Social Assistance or the CPI-Medical index, to keep pace with inflation. Furthermore, the bill proposes to adjust administrative rates for therapeutic foster care and child-placing agencies to reflect current expenses and will introduce incentive payments designed to encourage the retention of foster care professionals and promote stability in child placements.
