For these "ultra high impact" grants, a legislative oversight committee will be established to review programming and funding, with its members appointed by the Senate President and House Speaker, ensuring bipartisan representation. The bill also adjusts the definitions and review processes for "medium impact" federal funds requests (now $5,000,000 to $25,000,000 annually) and "high impact" federal funds requests (now $25,000,000 to $100,000,000 annually), generally requiring review by the Executive Appropriations Committee or the full Legislature, respectively, before the funds can be accepted.
