This bill amends the Rhode Island Prekindergarten Education Act to allow municipalities that receive state funding for their prekindergarten programs to accept students from outside their municipality, provided there are open slots, the student is otherwise eligible, and they are selected through a lottery system. The bill also establishes a lottery for enrollment in the state prekindergarten program, which will consider a family's preferred program, siblings already enrolled, and the economic demographics of the municipality where the program operates, with eligibility generally requiring residency in a participating community and being four years old by September 1st of the lottery year. Importantly, accepting non-resident students will not cause a loss of state or local education funding, and students with siblings already in a program cannot be excluded based on their residency.
