This bill, effective upon passage, allows motor vehicle owners, starting September 1, 2026, to designate a beneficiary on their vehicle's certificate of title to automatically transfer ownership and registration upon their death, bypassing the need for probate or a will for that specific vehicle. This "transfer-on-death" designation means the beneficiary has no claim to the vehicle until the owner dies, and the owner can change or revoke this designation at any time. The Department of Motor Vehicles (DMV) will be required to update its title forms to include this transfer-on-death language, and any fees associated with this transfer will not exceed the annual registration fee for the vehicle. This new provision will exist alongside the existing law that generally transfers a deceased owner's vehicle to their surviving spouse unless specified otherwise in a will.
