This bill amends the State Finance Act to prohibit the use of any state public funds for "conversion therapy," which is defined as any practice or treatment aimed at changing an individual's sexual orientation or gender identity, including efforts to alter behaviors, gender expressions, or reduce same-sex attractions or feelings. The bill explicitly states that the state will not spend or invest public money in any organization, including non-profits and religious groups, for conversion therapy purposes, nor will it enter into contracts for such services. Any existing or future contracts for conversion therapy will be considered void and unenforceable as they go against public policy. Importantly, the bill clarifies that this prohibition does not apply to counseling that assists individuals undergoing gender transition or other mental health services related to sexual orientation or gender identity, as long as these services do not aim to change someone's sexual orientation or gender identity.
