This bill brings forward and potentially amends existing Mississippi laws related to the handling of funds from opioid settlements. It establishes the Mississippi Opioid Settlement Fund Advisory Council, whose purpose is to ensure that money received from opioid settlements is used correctly for opioid abatement programs, goods, and services, and to promote transparency. The council will review grant applications and make recommendations to the Legislature for how these funds should be spent, with the Legislature having the final say on approving or rejecting these recommendations. The Opioid Settlement Fund itself is created to hold these settlement monies, and the Attorney General is responsible for overseeing the expenditure of abatement funds to ensure compliance with settlement terms, while also having ultimate oversight for nonabatement funds to ensure no more than thirty percent of settlement money is spent on non-abatement purposes.
