Bill Summary

This act would expand the deinstitutionalization subsidy aid program in the department of behavioral healthcare, developmental disabilities and hospitals to include adoptive parents(s) or sibling(s), and would allow such adoptive parent(s) or sibling(s) to care for a child or adult if the parent was unable to do so. This act would also allow such adoptive parent(s) or sibling(s) who are providing care to receive a subsidy through the aid program. This act would take effect upon passage.

AI Summary

This bill expands the deinstitutionalization subsidy aid program, which provides financial assistance to individuals caring for people who would otherwise be in state institutions like the Dr. Joseph H. Ladd Center or Dr. U.E. Zambarano Memorial Hospital, to include adoptive parents and siblings. This means that if a parent is unable to care for a child or adult who is under the care of the Department of Behavioral Healthcare, Developmental Disabilities and Hospitals, an adoptive parent or sibling can now be approved to provide that care and receive financial subsidy aid through the program. The bill also clarifies that "appropriate relative" in the context of this program now explicitly includes adoptive parents or siblings. This expansion aims to support non-institutional care and training for individuals with specific needs when it's in their best interest, and the changes will take effect immediately upon passage.
