However, these limits do not apply if a written exception is granted by the Senate Pro Tempore or the Speaker of the House, nor do they apply to legislation concerning appropriations drafted by a specific division of the Legislative Services Office, amendments or "trailer bills" (bills that make minor changes to existing law), or legislation sponsored by interim legislative committees, reflecting the legislature's finding that such measures are necessary for efficient government and to align with the nature of a part-time, citizen legislature.
