Bill Summary

This act would require the public utilities commission (PUC) to provide for a classification of service for retail electricity consumers that are large energy use facilities, defined as a facility that uses or is able to use twenty megawatts (20mw) or more and is primarily engaged in providing a service that is related to businesses offering infrastructure like cloud storage, application hosting (excluding software publishing), data entry services and facilities that process client-supplied data for reports or provide automated services such as optical scanning and disk conversion. This act would take effect upon passage.

AI Summary

This bill requires the Public Utilities Commission (PUC) to create a distinct classification of electricity service for "large energy use facilities," which are defined as businesses consuming or capable of consuming at least 20 megawatts (MW) of electricity and primarily involved in services like cloud storage, application hosting, and data processing, as categorized by the North American Industry Classification System. The PUC must establish separate tariffs and rate schedules for these facilities to ensure their costs are equitably allocated or directly assigned, preventing other electricity consumers from unfairly subsidizing them. These new tariffs and contracts, which must be for at least ten years, will also need to consider grid efficiency, reliability, and the state's clean energy targets, and the PUC will report on trends related to these large energy users.
