AI Summary

This bill expands the types of medical examinations for crime victims that are paid for by the Commonwealth through the Criminal Injuries Compensation Fund, also known as the Virginia Victims Fund. Specifically, it now includes anonymous trace evidence collection kit examinations for victims of strangulation, in addition to the existing coverage for physical evidence recovery kit examinations for victims of sexual assault. A key provision is that victims undergoing these examinations, whether for strangulation or sexual assault, are not required to participate in the criminal justice system or cooperate with law enforcement to receive this medical care. The bill also clarifies that the Coordinator of the Virginia Sexual Assault Forensic Examiner Coordination Program must be a registered nurse with forensic nursing experience. Furthermore, it mandates the creation of a work group to study and recommend improvements to the reimbursement process for forensic medical examinations, including issues like streamlining payments, providing education, ensuring funding, and covering additional costs for forensic nurses, with a report due by November 1, 2026.
