This bill authorizes the division of motor vehicles, the state agency responsible for vehicle registration and licensing, to create and issue special license plates to recognize and support the Lime Rock Foundation, Inc., a not-for-profit organization. These special plates will be designed by the Lime Rock Foundation, Inc. in collaboration with the division of motor vehicles, and must be approved by the Rhode Island state police, with a design that includes references to the Ida Lewis Lighthouse. To obtain these plates, a minimum number of pre-paid orders must be met, and in addition to the standard registration fee, there will be a $40 issuance surcharge, with $20 going to the general fund and $20 distributed annually to the Lime Rock Foundation, Inc. for the preservation of the Ida Lewis Lighthouse. Subsequent renewals will incur a $10 surcharge also distributed to the Lime Rock Foundation, Inc. The foundation must use any Rhode Island-sourced funds for the benefit of Rhode Island-based charitable organizations and submit an annual accounting report before receiving these funds. The bill also specifies that the original registration plates must be returned to the division of motor vehicles and that there will be no refunds for early cancellation of these special plates, with the entire act taking effect six months after its passage.
