This bill recognizes and restores Hampton University's status as a land-grant university, meaning it is designated to receive federal funding under historical acts like the Morrill Act of 1862 and 1890, which support institutions of higher education. To facilitate this, the bill establishes the Hampton University Land-Grant Restoration Fund, a special nonreverting fund in the state treasury where appropriated funds, donations, and grants will be held and used to support Hampton University's land-grant mission.
