This bill revises how money from Mississippi's Economic Development and Infrastructure Fund can be used to increase commercial air service. Specifically, it expands the types of airports eligible for grants to include any airport certified by the Federal Aviation Administration (FAA) under Part 139, not just those in counties with legal gaming. The bill also broadens the methods for assisting air carriers (like airlines operating under Part 121 regulations) to include revenue and seat guarantees, cost mitigation, ground handling, marketing, and other incentive or risk-reduction strategies, all aimed at starting, maintaining, or expanding new direct or nonstop commercial flights that benefit economic development, workforce access, tourism, and business growth. Importantly, funding for these air service initiatives will now come from a separate legislative appropriation. The Mississippi Development Authority, which manages the fund, will also consider the anticipated economic impact, regional connectivity, and return on investment when awarding grants, and a minimum of $2.5 million annually must be allocated for air service development before funds can be used for infrastructure related to the gaming and entertainment industry.
