This bill modifies royalty rates for natural gas leases in Alaska's Cook Inlet, specifically targeting the Kitchen Lights Unit and the broader Cook Inlet sedimentary basin, with the aim of ensuring a reliable and affordable energy supply for Southcentral and Interior regions, protecting jobs, and reducing reliance on imported fuels. The bill establishes that beginning January 1, 2026, the royalty rate for leases within the Kitchen Lights Unit (defined by specific division of lands numbers) will be reduced to three percent, and beginning January 1, 2027, the royalty rate for leases within the Cook Inlet sedimentary basin will be set at five percent, provided that lessees can demonstrate these modifications will lead to cost savings for end users of natural gas. These royalty modifications are subject to audit and can be terminated if not properly approved or if assigned without the commissioner's consent. The bill also mandates that the commissioner of natural resources prepare and submit a comprehensive report to the legislature every five years, detailing production, financial and operational information, royalty revenue, and the effects of these royalty modifications on the state and its residents. Importantly, the effectiveness of these royalty rate changes is conditional: Section 2 of the Act will only take effect if, before December 31, 2031, a lessee within the Kitchen Lights Unit transports and uses a "jack-up rig" (a mobile drilling platform with extendible legs) to drill a well in Cook Inlet for gas discovery or extraction. The bill also includes provisions for retroactivity to January 1, 2026, for certain sections and specifies the effective date based on the fulfillment of the jack-up rig condition.
