This bill establishes the Sickle Cell Coordinated Access Network, referred to as the "Network," which will be overseen by the State Health Commissioner in partnership with Virginia Commonwealth University Health Systems Authority. The primary goal of this Network is to offer real-time consultation and support from "sickle cell specialists" – healthcare professionals who focus on treating sickle cell trait and sickle cell disease – to other healthcare providers across the Commonwealth. This will be achieved through telehealth, ensuring that these specialists are available for extended coverage to provide guidance on pain management, advise on treatment plans, and help coordinate patient care. The bill also mandates that the Commissioner, along with other relevant officials and stakeholders, will develop recommendations for the Network's establishment and maintenance, including how to ensure extended telehealth coverage for these specialized services, and will report these recommendations by December 1, 2026, with the Network's provisions taking effect on July 1, 2027.
