This bill establishes the "Mississippi Housing Infrastructure Support Program" to provide grants and low-interest loans for public infrastructure improvements that support workforce and affordable housing development across the state. The Mississippi Home Corporation (referred to as the "Corporation") will administer this program and disburse funds from the "Mississippi Housing Infrastructure Support Fund," a special state treasury fund. These funds can only be used for publicly-owned or regulated infrastructure directly related to housing development, such as water, wastewater, roads, and utility extensions, but not for housing construction or rental assistance. Grants will have a maximum of $5 million per project, and loans will have a maximum interest rate of 2% for up to 20 years, with repayments returning to the fund. To qualify for funding, eligible applicants, which include counties, municipalities, and public utility authorities, must provide nonstate matching funds, meaning contributions from local governments or private developers, equal to at least 25% of the total project costs. The program will prioritize projects in rural or underserved areas, those supporting affordable housing, and those that leverage significant private investment. Importantly, local governments receiving funds will be prohibited from enforcing lot or home size restrictions in project areas. The Corporation is required to submit an annual report detailing fund usage and project information to state officials and make all funded projects publicly accessible. This program is set to be repealed on July 1, 2032, and will take effect on July 1, 2026.
