This bill authorizes the Board of Regents to contract for the design and construction of an indoor athletics facility at Dakota State University's Beacom PREMIER Complex, including furnishings and equipment, with an estimated cost of $13,330,000, and appropriates that sum for the project. The Board of Regents can adjust the cost estimate to account for inflation, regulatory changes, or additional donated funds, but the total construction cost cannot exceed 125% of the initial estimate. The bill also allows the Board to accept and expend funds from federal, donation, or other external sources for the project, which will be managed under the general supervision of the Bureau of Human Resources and Administration, and declares an emergency to allow the act to take effect immediately upon passage and approval.
