This bill establishes a new type of registration plate called an "adaptive vehicle license plate" for individuals with significant mobility impairments who require specially modified vehicles, defined as "adaptive vehicles," to meet their transportation needs. To qualify for this plate, individuals must submit an application to the department of motor vehicles, provide medical certification of their permanent mobility impairment from a licensed physician or physical therapist, and prove that their vehicle has been modified with specialized equipment like ramps or lifts, or has undergone structural changes to accommodate their needs. Vehicles displaying this special plate will be granted certain privileges, including parking in designated accessible loading/unloading zones, potential exemptions from specific vehicle size restrictions, and access to designated areas at public facilities that accommodate the use of adaptive vehicles for passenger transfer. The bill also allows for the issuance of plates with the "International Symbol of Access" for eligible individuals using their vehicles for non-commercial purposes, in addition to existing provisions.
