This bill establishes a five-year pilot program, running from January 1, 2077, until June 30, 2031, to address workforce shortages by allowing retired state employees, known as "retirants," to be rehired for certain positions for up to one-year terms, with the possibility of renewal. These rehired retirants will be excluded from the Hawaii Employer-Union Health Benefits Trust Fund, meaning they won't receive health benefits through that fund during their reemployment, and their pension benefits will not be interrupted. The bill amends existing laws to create this new rehiring provision, specifically adding a new category (6) to subsection (d) of section 88-9 of the Hawaii Revised Statutes, which outlines the conditions under which a retirant can be employed without losing pension benefits.
